Reference Counted Resizable Strings

Here is another string module, almost identical to the earlier one.

This new module differs because strings are reference counted.

Incidentally, the implementation of this module exemplifies the utility of the ar module (resizable arrays). In particular, the "ar" module is first used to implement "str" strings. Then, the "ar" module is used again to implement a table of reference counted strings.
