"ar" test program compilation instructions

* The "ar" command

  The "ar" command ("silly/ar") is a silly command line
  program used to exercise the "ar" library functions.

  It uses a buffer to concatenate the arguments passed when 
  the program is invoked, and then passes the resulting 
  string to "panic".

* Compilation

  Suggested recipe:

	% cd silly
        % gcc -I.. -o ar -g -Wall ar.c ../utils/*.c
